State Revolving Fund program
A total of $38 million in ARRA funds will go to communities across Montana for improvements to wastewater and water treatment systems through the State Revolving Fund (SRF) program. Administered by DNRC and the Montana Dept. of Environmental Quality, the SRF is a low-interest loan program that helps communities upgrade critical infrastructure at the lowest possible cost. Updated wastewater treatment and drinking water systems provide high-quality water for Montana households, improve water conservation, and protect water quality in streams, lakes and aquifers.
DNRC will fund an estimated 62 SRF projects that will:
- Repair leaking water distribution lines
- Repair leaking wastewater collection lines
- Repair water storage tanks
- Install water meters
- Install storm sewer lines
- Modernize water and wastewater treatment plants
Of the 62 anticipated projects, 12 are now in the bidding stage; more than half the bids have come in below project estimates. Construction is expected to begin in late June or early July. Some projects won’t go to construction until fall because of high water tables. A few of the largest projects will be in construction for two years. A list of funded SRF projects will be available soon.
DNRC continues to work with communities on project development and bidding for the remainder of the SRF projects.
Montana’s Regional Water Systems
Over the next two years, Montana will invest up to $8 million in construction projects on regional drinking water systems. The majority of these funds will be used to install distribution lines and construct water treatment facilities.
Two of the systems (Rocky Boys – North Central and Fort Peck – Dry Prairie) have been authorized to receive Congressional funding and are the products of successful partnerships between Tribal governments and off-reservation communities. When completed, these systems will provide clean and plentiful drinking water to more than 50 communities in northern and eastern Montana.
These systems are already designed and have the specifications in place to begin new construction in 2009. Montana’s four regional water systems support the local health and well-being of residents and also boost the local economy. Construction projects will be summarized on this Web site as they become ready for bid.
Renewable Resource Grant and Loan Program
Renewable resource grants fund projects that conserve, manage, develop, or preserve renewable resources in Montana. The Montana Reinvestment Act supplements this program with almost $4.2 million to fund the projects listed below. These 43 important projects will reduce sewage contamination to surface and groundwater, help communities with floodplain planning, conserve millions of gallons of water lost through leaky irrigation canals, and improve water storage facilities throughout Montana.

Reclamation and Development Grant Program
Reclamation and Development Grants fund projects that “indemnify the people of the state for the effects of mineral development on public resources and that meet other crucial state needs serving the public interest and the total environment of the citizens of Montana”. The Montana Reinvestment Act supplements this program with almost $1.8 million to fund the projects listed below. These eight important projects will restore natural resources damaged by resource extraction or processing activities at locations throughout Montana.
